Overview

Information and communications technology (ICT) continues to be a key catalyst, enabler and driver of the agency’s customer service transformation. The Technology Services Group provides the underpinning technology and expertise to support the agency’s vision in the provision of government services to Australians. Whilst the majority of ICT jobs are performed within the Technology Services Group, there may be instances where an ICT job is performed outside of this group. Development describes the function of creating design documents, developing, testing, supporting and maintaining applications and frameworks involved in a software release life cycle.

The Senior Development Expert undertakes technical research and analysis to drive the design, and the development of high-quality solutions in support of business and technical requirements. They lead and provide technical management. The Senior Development Expert operates with a significant degree of independence and works under the broad guidance of a National Manager to deliver quality outcomes. They operate with a high level of autonomy, with decision-making highly dependent on their own judgment. In performing a leadership role, Senior Development Experts identify and drive innovation, manage and lead change, and have an active role in contributing to and implementing the agency’s strategic direction. The Senior Development Expert may be responsible for, and/or contributes to the management of a team.

Key Tasks/Duties

-translate technical and market trends into development strategy
-accountable for the analysis, design, development, prototyping, unit testing and maintenance activities - ensure compliance with endorsed software development methodologies
- implement methodology, manage and lead change and actively contribute to the agency’s strategic direction
-develop strategy to ensure high code quality and long-term maintenance of a product's code base -ensure the maintenance and enhancement of existing systems
- ensure development productivity and excellence in quality -conduct impact analysis, evaluate, and report on technical feasibility and risks for development projects -
-proactively share knowledge and expertise as the subject matter expert, and provide assistance and mentorship to less experienced colleagues oversee operations of teams, including providing a clear sense of direction, setting work priorities and managing resources
-provide direction and support to development teams to ensure high quality solution realisation
-develop staff capability through coaching, mentoring and succession planning -resolve very complex, sensitive and/or escalated technical issues -oversee, review and advise on a range of written material which may include technical and corporate documentation
-negotiate, engage and manage relationships internal and external to the agency to build service delivery capability
-attend interagency meetings and forums to influence business outcomes and share information
-set direction by contributing to local business plans and ICT strategies -oversee team contribution to cost analysis activities
-proactively drive continuous improvement in area of responsibility
- exercise delegation in accordance with legislation and guidelines


Response to Selection Criteria (500 words max per question)

1. Demonstrated experience of using Java/JEE technologies for at least 5+ years.

2. Demonstrated experience of delivering end to end solution and leading team of developers in large/complex ICT environment.

3. Ability to analyse complex systems, understand architecture and produce high level designs and solution documents.

4. Sound understanding of different design patterns and hands on experience delivering high performance solutions using Java EE, web services and relational database.

5. Experience with JPA, Hibernate and Spring to implement high performance solutions.

6. Understanding of DevOps lifecycle and hands on experience using Git, CI/CD pipeline.

7. Understanding of different design patterns and hands on experience delivering solutions using Angular, Node/NestJs, GraphQL and RESTful services
