Our client is an independent statutory authority established by the Australian Government to maintain an impartial and independent electoral system for eligible voters through active electoral roll management, efficient delivery of polling services, and targeted education and public awareness programs.

Description

The Procurement Manager plays a critical role in the State's ability to achieve its goals by creating and maintaining strong relationships with suppliers and administrating election critical contracts.

This role is responsible for evaluating suppliers, products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality.

Key position responsibilities

  • Manage the development of plans for a range of procurements and supplier engagements, and negotiate to deliver value for money outcomes.
  • Develop and administer contract management plans and undertake general contract management responsibilities.
  • Ensure that procurement policy, procedures and activities comply with the Commonwealth procurement rules and other Government legislative requirements.
  • Proactively manage the performance of suppliers, to ensure the State achieves the required performance in terms of schedule deliverables, cost and quality requirements.
  • Contribute to continuous improvements by identifying and implementing improved work practices and processes.
  • Support the AEC State Office executive team as required.
  • Key organisational accountabilities

  • Ability to handle ballot papers safely and securely throughout all electoral processes and to account for every ballot paper at all times;
  • Ability to comply with the procedures and policies as varied from time to time;
  • Ability to take reasonable steps to avoid any conflict of interest (real or apparent) in connection with your employment.
  • Must not be or be seen to be publically active in political affairs and not intend to publicly engage is such activities during your employment.
  • Be familiar with, abide by and promote all AEC work health and safety frameworks, policies and procedures.
  • Complete learning and development relevant to role or classification as required or directed, from time to time.
  • Profile

    To be successful in this role you will have the following skills and abilities:

  • Demonstrated knowledge and experience in contract management, preferably in the APS context;
  • Ability to work non-standard or extended hours under pressure in a highly agile and fast pace operational environment and take ownership and responsibility for own work;
  • Knowledge and experience in successfully completing allocated tasks, accepting stated importance of tasks and to a compliant standard while delivering results within competing timeframes and priorities;
  • Proven ability to communicate and willingness to engage with diverse individuals and communities and to be flexible and adaptable;
  • Demonstrated personal integrity whilst achieving results within legislative, policy and budget parameters;
  • Ability to represent our client in a professional manner and work effectively as part of a team to support the efficient delivery of an electoral event;
  • Desirable

  • The following subject matter expertise is desirable: A degree in procurement, supply chain, commerce, or business administration from an Australian tertiary institution.Knowledge of Australia's electoral process or the ability to quickly acquire this knowledge.Knowledge of Government purchasing policies and procedures.
